I have not registered a REST yet, only SOAP... but I think indeed just
a URL and some meta data...

The earlier EMBRACE registry (of which the services are being
transfered to BioCatalogue) had the option to check if a service is
running, and that functionality was said to be available in
BioCatalogue too, but have not tried that...
