[OTDev] OpenSSO protected datasets

Hi Nina,

well, as

/dataset/{id}/compound

gives a list of all compounds in the dataset this should be definitely 
protected. /dataset/{id}/feature could maybe left without policy. We are 
not sure about the metadata.
