Hi all,

There seems to be a bug in the new OpenAM 9.5.1 version, thus I have 
restored the working version.
I submitted an error report to the tracker: 
https://bugster.forgerock.org/jira/browse/OPENAM-464

Upgrade worked well, all configuration could be restored in the new 
version. However, there seems to be a bug in the OpenAM code that 
creates and deletes policies.
Although the policies actually get created and deleted, exceptions are 
returned.
