[OTDev] Website structure

Dear Christoph,

I like the new structure. It would have to be compared to the old one,
so that we don't miss anything crutial but for new Users it seems more
obvious where to find what. And as far as I can tell there is still some
amount of redundancy resulting from the transfer and the structure of
the redmine site.
