Would it be feasible to have _optional_ compound policies? I.e. when a
specific compound is selected, first a check is made through its own
URI, and if that fails, a second check is made, now with the dataset
URI. When there's more than one dataset, to which the compound
belongs, than all datasets are checked and the access is determined as
logical OR (that is, if at least one of the dataset policies allows
access to the user, than he/she is also allowed access to the specific
compound).
