I think that the AA package (or al least the part Andreas has
developed) should be made available for users that want to run their
own (local or not) AA service. This should provide enough flexibility
(e.g. allowing non-deferenceable URIs, private IP addresses, etc) and
would also help preventing the definition of such policies in the
'central' AA as Andreas suggests. It would be also nice to have
detailed README/INSTALL accompanying the AA bundle download.
